Land use control and planning within Snowy Monaro Regional Council is administered by Council and the State Government.

How is the region planned by Council?

Snowy Monaro Regional Council was established on 12 May 2016. The former Council LEPs are still current for the former shire areas and as such  land use within Snowy Monaro Regional Council is guided by three Local Environmental Plans (LEPs).

  • Former Bombala Council Local Environmental Plan (LEP)
  • Former Cooma-Monaro Shire Council Local Environmental Plan (LEP)
  • Former Snowy River Shire LEP
  • Amendments to LEPs

The LEPs set out the type of future development allowed in each location.

A Development Control Plan (DCP) is a detailed guideline that illustrates the controls that apply to a particular type of development or in a particular area. Development Control Plans, prepared in accordance with the Environmental Planning and Assessment Act, are used to help achieve the objectives of a Local Environmental Plan or Regional Environmental Plan by providing specific, comprehensive requirements for certain types of development or locations e.g. for urban design, and heritage precincts and properties

Snowy Monaro Regional Council is currently working toward a Principle Plan within the next four years.

Snowy Mountains SAP catalyst precinct (exception)

In 2022 the Snowy Mountains Special Activation Precinct Master Plan was finalised. The SEPP (Precincts—Regional) 2021 (Schedule 1D Snowy Mountains Activation Precinct) applies to land shown on the Land Application Map  and the provision of the SR LEP 2013 no longer apply.

  • Duty Town Planners

Available by phone and at the Cooma and Jindabyne offices between 8.30am and 4.30pm Monday to Friday.  

Bombala and Berridale by appointment.

  • Building & Development Support staff

Available by phone and at the Cooma and Jindabyne offices between 8.30am and 4.30pm Monday to Friday.

  • Town Planners - by prior appointment in Cooma, Jindabyne or Bombala on weekdays.
  • Building surveyors - by prior appointment in the Cooma, Jindabyne or Bombala on weekdays.
  • Development Engineers - by prior appointment on weekdays.
