Council deliberation on SRV to continue at February Council Meeting

Snowy Monaro Regional Council will again discuss and decide whether to pursue a Special Rate Variation (SRV) at the Thursday 16 February 2023 Ordinary Council Meeting in Bombala.

On Sunday 5 February 2023, three councillors lodged a formal notice to rescind the adopted resolution from 30 January Extraordinary Meeting, which stated that Council would apply for a 53% Special Rate Variation.

This motion to rescind means that councillors must decide and vote again, at the 16 February Meeting, on whether to proceed with the Special Rate Variation application. They may decide to go with a different option for the SRV, or no SRV at all.

The Councillors behind the rescission motion are proposing a 12.25% SRV to be applied in 2023/24 and 10.75% in 2024/25 – in total a smaller increase spread over two years. This alternate proposal will only be voted on if a majority of councillors vote against continuing with the 53% SRV application.

Council’s application for a Special Rate Variation was lodged with the Independent Pricing and Regulatory Tribunal (IPART) on Friday 3 February.

This application process will continue unless a majority of councillors vote to revoke the application at Thursday’s meeting.

Funds from any approved SRV will be used to fix roads and facilities, increase the frequency and quality of road and public facility maintenance, and to make Council more efficient.

Council will provide further updates following the meeting.

What happens next with the SRV?

  • IPART continue their evaluation, including upcoming public consultation.
  • Council will continue to develop our draft Delivery Plan and Operational Plan (among others) based on the recently adopted resourcing strategy.
  • Council will continue to develop and publish updates to further explain the SRV and where it will be used.
  • Council will prepare a schedule of works for SRV-funded projects.
  • Tender documentation prepared for works that require the hiring of contractors.
  • IPART will advise Council of their determination.
  • Council will adjust its draft Delivery Plan and Operational Plan (outlines the how, why, and when of Council projects and spending) if IPART’s approved variation is different to the variation we applied for.
  • Open tender applications for works requiring the hire of contractors.
  • Draft Delivery Plan and Operational Plan will be publicly exhibited in May and June 2023.
  • Delivery Plan and Operational Plan, with any changes following community consultation, will be adopted by Council late June 2023.
  • Formally accept contracts to allow SRV-funded work to commence ASAP after 1 July 2023.
