Council announces appointment of David Hogan as incoming CEO

Snowy Monaro Regional Council is today announcing the appointment of David Hogan as the organisation’s new Chief Executive Officer (CEO) from November 2023.

Council’s selection panel, comprised of all 11 elected councillors and recruitment specialists from McArthur Recruitment, resolved to make a formal offer to Mr Hogan following an extraordinary Council meeting on Friday 8 September 2023.

He officially accepted Council’s contract offer today, Friday 15 September 2023.

Peter Bascomb will continue to serve as CEO until his contract ends in November 2023, with Mr Hogan assuming the role following an extended handover period that will commence shortly.

The new Chief Executive brings with him to Council an impressive resume and an imposing list of career achievements, accomplished through his decades spent in senior roles across the public sector.

“I am so pleased that we were able to recruit someone of Mr Hogan’s experience and deep understanding of the region,” said Mayor Narelle Davis.

“We were very impressed by how Mr Hogan has led measurable improvements in employee engagement, customer satisfaction and organisational reforms throughout his career across different sectors. His expertise in engaging with government at all levels, along with local communities, presented a strong case for his appointment given Council’s objectives in coming years”.

Mr Hogan has a demonstrated record in driving organisational change, innovative strategic planning, and making significant improvements to institutional service levels. Taken in conjunction with his extensive experience in community and stakeholder engagement, Council’s selection panel felt that he was the best possible choice to lead Council through an exciting period of change and growth.

This new role marks a return to the Snowy Monaro for Council’s incoming Chief Executive, who left the region in 2014 after 15 years with Snowy Hydro. Mr Hogan worked across a number of senior portfolios at the organisation, culminating in his tenure as General Manager Corporate Affairs and Community Relations between 2010 and 2014.

Mr Hogan served on the board of Tourism Snowy Mountains for ten years, and as the initial Project Director of the Country Universities Centre (CUC) – a Cooma-based distance tertiary education pilot program. The CUC model established under his leadership has been a remarkable success, expanding to 18 communities across Australia and giving countless rural Australians better access to tertiary education.

As the Greater Sydney General Manager for Local Land Services, Council’s incoming CEO led four-and-a-half years of transformational change and organisational reform, before spending three years helping councils and communities through years of drought and flooding as the Head of Engagement and Communications with WaterNSW.

“I am thankful for the confidence and trust shown in me by Councillors in offering me this important role,” said Mr Hogan.

“Having councillors present during the interviews was very beneficial in understanding the priorities for Council in the coming years. I look forward to working with all councillors and staff in building an organisation that the community can be proud of.”

“This was an extensive search to find the right candidate over many months, and Mr Hogan’s leadership experience within both corporate and government sectors – combined with deep affinity for the region – was evident at every stage.
