Councillors voted at the April Council Meeting to place two new draft policies on public exhibition, which are now on Council’s Yoursay website for your input:

  • The Draft Section 7.12 Local Infrastructure Contributions Plan
  • Draft Voluntary Planning Agreement and Land Dedication Policy

Property developers are required to make a monetary or in-kind contribution towards the infrastructure their developments are going to need. Following the amalgamation of the three former Councils in the Snowy Monaro, our Council inherited three very different and difficult to reconcile policies to cover developer infrastructure contributions, hence the need for new policies to be made. 

Our region needs a new, united and consistent approach to local infrastructure contributions across the Snowy Monaro to ensure that Council is able to meet infrastructure obligations and future demand for these essential services as our region continues to grow.

The draft plan fulfils a commitment from the Snowy Monaro Local Strategic Planning Statement 2020, which promised that “Council will develop a new development contributions plan for the region to provide for improved road, recreational, active transport and community infrastructure.”

The plan will apply to all land within the Snowy Monaro, except for areas covered by the recently adopted Michelago Local Infrastructure Contributions Plan.

The draft Voluntary Planning Agreements (VPA) and Land Dedication Policy set out Council’s position relating to VPAs and guides the process when Council enters into a planning agreement with a Developer that provides funds, works
in-kind or land dedication as an alternative, or in addition to, Local Infrastructure Contributions.

At its Ordinary Council Meeting on Thursday 21 April, Council endorsed both documents for public exhibition. Council is encouraging the community to provide their feedback before the exhibition period ends on Thursday 19 May 2022.
